Documentary about the quid pro quo, picking trash for example, that people on social security in Rotterdam have to perform. How does this social-cultural shift on the work floor function in practice?

In the modern one-good-turn-deserves-another society, you don’t ‘just’ get social security. The City of Rotterdam has known a compulsory quid pro quo for some time: everyone in this city, irrespective of education or age, has to do something in return for their benefit. The documentary shows meetings between people on social security and municipal officials working in the Department for Work and Income in Rotterdam and examines the result. How does this social-cultural shift on the work floor function in practice?
