The people of Finsterwolde are surprised when their mayor makes an appeal to them. He asks the residents of an unruly street to tackle their problems - fights, pollution and social isolation - themselves. But nobody wants to clean other people’s mess, so they reluctantly set about it. This documentary shows how civilian participation, actively propagated by politics, turns out differently than expected. Aren’t some problems too big to handle for the residents? And can the wheels of government actually harness the power of the people?
