Major projects are accompanied by a long and complex decision -making process that is analysed and reconstructed in this programme. An example is the Willemstunnel in Rotterdam. This was until recently one of the major bottlenecks in the national railway network. In 1987 consruction was officialy started and the official opening was in 1993. The decision-making process that led to the construction lasted about forty years.
