For his documentary Terbeschikkinggesteld (1984), Koning stayed in various TBR-clinics. The film describes the enforcement and execution of T.B.R. (later renamed 'tbs'), the proceeding in which mentally disturbed criminals are put under restraint and treated in an institution. Koning shows the everyday life in one such centre, introducing detainees, therapists en judicial functionaries. In 1984 it was given a Golden Calf for Best Full-length Documentary.
