Documentary examining the way in which dikes shape the Dutch landscape and also enrichen the Dutch language. There are lots of dikes in Holland. Dikes to keep the water out and dikes to keep the water in. However these days it is not just a question of controlling water. The unstoppable urge to channel and regulate is also reflected in society. People design a set of fish stairs for fish that can't swim upstream and put up dams to stop the flood of foreign immigrants. Protest and contradiction form integral parts of the urge to regulate. The country -- so malleable in Dutch hands -- is repeatedly modelled again.
