There is not a single red-light district anymore in Rotterdam. A handful of sex clubs lies scattered across the city. This has to change, the authorities feel. They join hands with contractors and proprietors to realise a new 'Montmartre on the Meuse'. The Belgian prostitute Kim tries to participate. She wants to start her own SM company.
