The devastations caused by the German occupiers in the docklands in Rotterdam impede the post-war restoration of the Netherlands. Sunken ships block the harbour. Damage to quays, destroyed cranes and wrecked warehouses hamper the transhipment of goods. Shattered docks impede the repair of damaged ships. The film shows the repairs to the docks and makes clear that cargo ships with equipment required for the reconstruction of the country can moor again soon after the war.
