When he climbs up the scaffolding, it becomes apparent that Willem, chief controller with the municipal building inspectorate, really suffers from severe vertigo. An inspector blackmails him and Willem is in danger of losing his job. The cruel gym lessons of Mr Bak are the cause of his vertigo and Willem looks up his old gym teacher one more time.
