In a fake radio lecture, Hylke Tromp, professor of polemology at Groningen University, looks at the arms race. Using the theme 'we shall have peace, even if we have to fight a war for it', Honigmann takes her camera into three living rooms. The film wants to show that major political shifts often start in our everyday world. For instance with the lady across the road who you have often seen hang out the washing but never exchange a word with or the cook in the kitchen who orders his assistant to turn the radio down.
