Episode from a series of TV films based on items from the files of the Dutch National Ombudsman. The stories are based on conflicts between ordinary people and government institutions, including the Ministry of Justice, the aliens' police, defence, the welfare services, prisons, the tax authorities or the public health inspectorate. In theory many of these organisations are intended to protect or help ordinary people. But sometimes people are treated very carelessly. Many private individuals lose out. De Aanklacht is about the confrontation between these fighters and a government that sometimes fails. In the episode Thijs, it becomes clear during Thijs' birthday party that the boy needs help. But why does it take so long?
